Is PACI Kuwait Queue System Really First-Come, First-Served? (6 อ่าน)

I always assumed that PACI Kuwait operates on a simple first-come, first-served basis, but after a few visits and hearing different experiences from others, I’m not completely sure that’s always how it works in practice.

On paper, it makes sense that whoever arrives first gets served first. However, in real situations, there seem to be several factors that can affect how quickly someone is processed.

For example, I’ve noticed that:

Some service types move faster than others even with later arrivals

Token availability can change depending on crowd levels

Certain branches prioritize specific service categories at different times

Document verification delays can slow down some visitors more than others

Peak hours can disrupt the normal flow of queues

What makes it confusing is that two people arriving around the same time can have very different waiting experiences depending on what they came for and how busy the branch is at that moment.

Because of this, many people try to plan their visit more carefully and check updated paci timing information before going, so they can avoid peak crowd periods as much as possible.

I’m curious—do others think the system is truly first-come, first-served, or does service type and crowd management play a bigger role than most people realize?
